Which measurement should I take first?

Measure the area you're covering (length x width, or break irregular beds into rectangles and add them up), then decide on depth — mulch, gravel, topsoil, and sand are all sold by volume, so a 2-inch mulch bed and a 4-inch gravel base need very different quantities for the same footprint. For grass seed or sod, area alone is usually enough since coverage rates are given per square foot rather than by depth.
